يصر مختصو التراث على حفظ ما اصطلحوا على تسميته بـ "النسيج الحضري التاريخي" للمدن. ولكي يثبتوا قضيتهم، قد يلجؤون إلى خريطة تاريخية للمدينة لمقارنتها بصورة حالية من صور الأقمار الصناعية تُظهر كيف أن شكل الشوارع لم يتغير. وقد يشيرون إلى عدم تغير أسماء هذه الشوارع واحتفاظها بأسمائها القديمة التي تشير إلى تاريخ المدينة.
وقد يبدو هذا الموقف محافظًا بشكل مفرط ومناهضًا للتقدم، حيث يرى البعض أن المدينة بحاجة لأن تتغير استجابة لتغير احتياجات سكانها. ويصرون على أنه بالتأكيد، ينبغي إعادة تشكيل الشوارع التي تم تصميمها للخيول والجمال والحمير لاستيعاب حركة مرور المركبات، مضيفين أنه حتى وإن أردنا الحفاظ على سحر المدينة الماضية في هيئة شوارعها الضيقة وشكلها الحميم، فهل يعني ذلك أننا بحاجة للإبقاء على كل شيء؟ ألا يكفي الإبقاء على الجزء الذي تم حفظه بالشكل الأمثل كنموذج؟ فالحداثيون يطرحون سؤالًا يعتقدون أنه سوف يضع معارضي الحداثة في حيرة؛ كيف سيمكننا أن نصنع تراثنا الخاص وأن نسلمه لأجيال المستقبل إن لم يتم السماح بتغيير أي شيء؟&nbsp;
في الحقيقة، لا يقتصر حفظ شكل شوارع الأحياء التاريخية على الإبقاء عليها كشاهد للتاريخ. فالمسألة تتعلق بأن الكثير مما تم حفظه يعكس ثقافة ودينامية الشوارع الحية وأنماط استخدامها التي تجعل من الحي مكانًا يشعر السكان بأنه ملكًا لهم. فالتدابير التي تم اتخاذها لاستيعاب حركة مرور المركبات -أي توسيع الشوارع، وبناء الجسور والكباري العلوية التي تمر من خلالها، وتقليص المساحات الخضراء وقطع الأشجار - تؤدي إلى قتل الأحياء السكنية وتفكيك الارتباط بالمكان. وما يزيد الطين بلة أن الهدف من إنشاء العديد من هذه الطرق والكباري العلوية يقتصر على خدمة حركة المرور العابرة فقط. ولتوضيح هذه النقطة، دعونا نلقي نظرة على حالتين -مختلفتين للغاية- في القاهرة: القاهرة التاريخية وحي مصر الجديدة.
<h3>القاهرة التاريخية</h3>
تعد القاهرة التاريخية، وهي إحدى مواقع التراث العالمي، القلب التاريخي للمدينة، حيث تستضيف سلسلة من العواصم الإسلامية بدءًا بالفسطاط في القرن السابع مرورًا بالقاهرة من القرن الثاني عشر وانتهاء بالمدينة التي نشأت عندما أضاف الخديوي إسماعيل وسط المدينة الحالي، ما أعطى إشارة البدء لسلسلة من التوسعات الحضرية المستلهمة من الغرب. ونجد أنه في مرحلة مبكرة في القرن الثامن عشر، سعى جيش نابليون إلى إدخال "الشوارع المستقيمة" التي تمكن خيوله وعرباته من المرور بسهولة -شارع الموسكي الحالي. وجاء محمد علي باشا ليحذو حذوه، حيث أدخل عددًا من الشوارع المنظمة الواسعة بشكل يتسع لمرور عربته التي تجرها الخيول. واخترق شارع محمد علي القصبة الرئيسية، ما أدى إلى فصل فعلي للأجزاء الجنوبية المتمثلة في السيوفية والخليفة.&nbsp;&nbsp;&nbsp;
وفي حين يمكن القول إن شارع محمد علي لم يسبب تعطيلًا كبيرًا كونه اخترق القصبة خارج نطاق - وليس داخل- مدينة القاهرة المسورة، فلا ينطبق ذلك على شارع الأزهر، الذي فصل مسجدي الحسين والأزهر عن بعضهما البعض. وحتى اليوم، يمثل هذا الفصل ندبة في وجه المدينة القديمة. فمشهد المشاة -وكثير منهم يحمل سلعًا ثقيلة الوزن- وهم يحاولون التسلل عبر السياج الذي أقيم لمنعهم من عبور شارع الأزهر أو حتى وهم يحاولون تسلقه، ما هو إلا تذكرة بأن هذه التدخلات الثقيلة تعطل تدفقات الإنتاج وتقوض المجتمعات المحلية. حتى أن أولئك الذين يستخفون بسكان القاهرة التاريخية ويفضلون رؤيتها على أنها "متحف مفتوح" موجود في المقام الأول لخدمة السياحة، لا يمكنهم إنكار أن مثل هذا التدخل شوه المدينة التاريخية ونغص تجربة الزوار.
ونحن نشهد اليوم اعتداء آخر من هذا القبيل على تراثنا، ولكن هذه المرة على المقابر التاريخية. فلم يخف على معظم القاهريين أعمال الإزالة المفاجئة لمقابر ترجع إلى أوائل القرن العشرين لتوسيع شارع صلاح سالم وكوبري الفردوس. فيما حدث هجوم أقل وضوحًا على الجبانة الجنوبية الأقدم. حيث تمت إزالة مقابر على طول شريط يمتد من الشرق إلى الغرب لإفساح المجال أمام كوبري علوي يربط شارع عين الصيرة بالأوتوستراد. ويمتد الكوبري العلوي في المنطقة الواقعة بين مقاميْ الإمامين الليث والشافعي، حيث تم التعدي على مقام الإمام الليث وفصله عن الإمام الشافعي. وما لا يعرفه الكثيرون هو أن اسم هذه الجبانة (قرافة الإمامين) هو إشارة لهذين الإمامين. وحتى يومنا هذا، وفي تقليد يمتد منذ قرون، يسير زوار القرافة من قبة الإمام الشافعي الجميلة التي تعود إلى القرن الثالث عشر إلى مسجد الإمام الليث الذي يعود إلى القرن الخامس عشر، ويؤدون زيارات لأضرحة المشاهد الفاطمية لآل البيت الممتدة على طول هذا الطريق. واليوم، نجد أنه قد تم تشويه هذا المسار المقدس الذي يمارسه المسلمون من جميع أرجاء العالم بسبب كوبري علوي ضخم يقبع فوق رؤوسهم.&nbsp;
<h3>مصر الجديدة</h3>
يعود تاريخ ضاحية مصر الجديدة إلى أوائل القرن العشرين. وتم بناؤها وفقًا لمجموعة من المبادئ الواضحة؛ أن يكون المترو وسيلة النقل فيها، وأن تتجمع الأحياء حول حدائق عامة، وبعضها عبارة عن دوارات سُميت الأحياء باسمها، وشوارع يمكن المشي فيها ومنظمة على أساس مقاييس دقيقة، بحيث تمتد بين الشوارع المحلية الصغيرة والشوارع العامة الرئيسية. وفي نظر خبراء التراث، تمثل هذه المعادلة الدلالة أو القيمة التراثية الأساسية للمكان، وقد تكون بأهمية أكبر من تلك المتعلقة بطرازها المعماري المميز. وبدأت الهجمات البطيئة والمطردة على الدلالة التراثية لمصر الجديدة، وبالتبعية على حس الحي الخاص بها، قبل مشروع إنشاء الكباري العلوية القاسية والشوارع الموسعة في 2019 و2020. حيث تم تفكيك المترو بشكل منهجي، وتم استبدال الدوارات بالملفات التي تستخدمها السيارات للدوران للخلف، إلا أنها لا تناسب المشاة بنفس القدر. وتم قطع الأشجار، واستبدال أجزاء من الحدائق العامة بمبان، فيما تم تسييج معظمها. غير أن سكان مصر الجديدة لم يكونوا مستعدين لآخر هجمة، وهي هجمة قامت فعليًا بإعادة تشكيل الحي الذي يسكنون فيه، حيث تم تمزيق المناطق وفصلها عن بعضها البعض والقضاء على إمكانية المشي فيها. إذا أصبحت متعة المشي عبر مصر الجديدة تجربة تشكل خطرًا على الحياة. فسكان مصر الجديدة الآن أصبحوا سكانًا لنطاق أصغر بكثير مما كان عندما سكنوا فيه.
وخلال حياتي زادت مدة سيري من منطقة أرض الجولف، حيث أعيش، إلى منطقة روكسي، قلب مصر الجديدة التجاري، من 15 دقيقة إلى 30 دقيقة، إلى أن أصبح سير هذه المسافة اليوم شبه مستحيل. لقد تغيرت الذكريات، من المشي في شارع مزدان بأشجار ذقن الباشا ذات الرائحة العطرة (تم إغلاق هذا الشارع أمام الجمهور في أعقاب انتقال عائلة مبارك إليه)، إلى المشي في شارع أوسع يسير المترو في منتصفه، إلى إزالة المترو وتوسيع الشارع (حيث أصبح عبور الشارع أصعب ولكن ليس مستحيلًا)، انتهاءً بإدخال كوبري علوي، ومن ثم تعريض حياتي للخطر كلما حاولت عبور طريق صلاح سالم السريع.&nbsp;
<h3>ماذا نفعل؟</h3>
نصت القوانين المصرية على إجراء دراسات حول التأثير البيئي للمشروعات التي قد تتضمن آثارًا ضارة. ويشير دليل إرشادات وزارة الدولة لشؤون البيئة بشأن تقييم التأثير البيئي لمشروعات التنمية العمرانية إلى الحاجة إلى تقييم تأثير التحولات الحضرية على مواقع التراث الثقافي والطبيعي. كما أنها تشير إلى أهمية تقييم التأثير الاجتماعي والاقتصادي لهذه المشروعات على المجتمع المحلي (وزارة الدولة لشؤون البيئة، 2001).&nbsp;
وقام الجهاز القومي للتنسيق الحضاري التابع لوزارة الثقافة بوضع حدود واشتراطات للمناطق التاريخية مثل القاهرة التاريخية ومصر الجديدة ووسط البلد. وفيما توجد اشتراطات محددة لكل منطقة من هذه المناطق، يوجد خيط مشترك واحد وهو الحاجة إلى حفظ النسيج العمراني. فعلى سبيل المثال، تصف الاشتراطات الخاصة بالقاهرة التاريخية نسيجها بأنه حيوي ومتضام؛ وتشمل الاشتراطات الصارمة لحفظ هذه المنطقة الإبقاء على حجم قطع الأراضي وعرض الشوارع وحظر بناء الطرق والكباري دون تصريح من الجهاز القومي للتنسيق الحضاري. كما أنها تنص بوضوح على إعطاء الأولوية لممرات المشاة على حركة مرور المركبات (الجهاز القومي للتنسيق الحضاري، 2010, 2011).&nbsp;&nbsp;
ومع ذلك، وكما هو الحال مع الكثير من الأطر التشريعية وأطر إدارة المدن في مصر، فإن الطريق بين ما هو مطلوب قانونًا وما هو مُمارس طريقٌ طويلٌ ومتعرج ومحفوف بالغموض والتناقضات. وحتى إن وجدت الإرادة السياسية "لتطهير اسطبلات أوجياس" فيما يتعلق بسياستنا العمرانية، فهناك إقرار عالمي بالحاجة إلى تسوية الولايات المختلفة لجميع الأنظمة التي تؤدي مجتمعة إلى صناعة مدينة؛ ببيئاتها العمرانية والطبيعية، وعملياتها الثقافية والتاريخية والاجتماعية والاقتصادية وما إلى ذلك.
وفي عام 2011، قدمت منظمة اليونسكو توصياتها بشأن المظاهر الحضرية التاريخية. وتهدف هذه التوصيات إلى "دمج حفظ وإدارة التراث الثقافي في المدن والتجمعات العمرانية مع السياسات والممارسات لتحقيق تنمية حضرية مستدامة" (UNESCO World Heritage Centre, 2011, 2019). ويقوم على "الإقرار بطبقات وترابط القيم الطبيعية والثقافية، الملموسة وغير الملموسة، والدولية والمحلية، الموجودة في أي مدينة. وبحسب نهج المظاهر الحضرية التاريخية، ينبغي أخذ هذه القيم كنقطة انطلاق فيما يتعلق بالإدارة والتنمية الشاملتين للمدينة (.WHITRAP, n.d). وتعد توصيات المظاهر الحضرية التاريخية نهجًا متعدد الأبعاد يدمج الأنظمة المختلفة للمدينة تحت المظلة الشاملة لثقافتها وهويتها وتراثها، ويقر بأن ممارسة الحياة اليومية هو التراث كسلسلة متصلة. وهذا هو النهج التكاملي المطلوب للوصول إلى سياسة متوازنة وحساسة لإدارة مدننا.

Heritage practitioners are adamant about preserving what they term the &lsquo;historic urban fabric&rsquo; of cities. To argue their case, they may open a historic map of the city and compare it to a current satellite image that shows how the morphology of the streets has not changed. They may refer to the names of these streets and show how they are old names that reference the history of the city.&nbsp;
To some, this attitude may seem overly conservative and anti-progressive. They argue that a city needs to change in response to its inhabitants&rsquo; changing needs. Surely a street designed for horses, camels and donkeys should be reshaped to accommodate motorised traffic. And even if we want to preserve the charm of the past city in the form of its narrow streets and intimate morphology, do we have to preserve everything? Isn&rsquo;t keeping the most well-preserved section as an exemplar more than enough? The modernists make the argument that they believe will stump the luddites; if nothing is allowed to change, how do we get to make our own heritage to hand down to future generations?
In truth, preserving the form of a historic neighborhood&rsquo;s streets is not just about keeping it as a testament to history. It is about acknowledging that much of what has been preserved reflects the living street culture, dynamics and patterns of use that render the neighborhood a place that residents feel they own. Measures taken to accommodate motorised traffic&mdash;widening streets, cutting through them with bridges and flyovers, depleting green areas and cutting down trees&mdash;means killing a neighborhood and decimating place attachment. The fact that many of these roads and flyovers are only there to serve through-traffic only adds insult to injury.
To illustrate this point, let us look at two&mdash;very different&mdash;cases in Cairo: Historic Cairo and Heliopolis.
<h3>Historic Cairo</h3>
The World Heritage Site of Historic Cairo is the historic core of the city, the location of a series of Islamic capitals starting with al-Fustat in the 7th century, to al-Qahira in the 12th century, up to the city that existed when Khedive Ismail added current downtown, signaling the start of a series of urban extensions that looked to the west for inspiration. Even as early as the 18th century, Napoleon&rsquo;s army sought to introduce a &ldquo;straight street&rdquo; that their horses and carriages could traverse easily &mdash; current al-Muski Street. Muhammad Ali Pasha followed suit, introducing a number of colonnaded streets wide enough for his horse-drawn carriage to pass through. Muhammad Ali Street cut through the main Qasaba, effectively disconnecting the southern sections of al-Suyufiyya and al-Khalifa.&nbsp;
While it can be argued that Muhammad Ali Street did not cause that radical a disruption because it cut through the Qasaba outside&mdash;not inside&mdash;the walled city of al-Qahira, the same cannot be said for al-Azhar Street, which severed the&nbsp; al-Husayn and al-Azhar Mosques from each other. To this day, this rupture is a scar on the face of the old city. The sight of pedestrians&mdash;many carrying heavy goods&mdash;trying to slip through the fence erected to prevent them from crossing al-Azhar Street or even trying to climb across, is a reminder that such heavy interventions disrupt production flows and undermine communities. Even those who discount the residents of Historic Cairo and prefer to think of it as an &ldquo;open air museum&rdquo; that is primarily there to serve tourism cannot deny that such an intervention disfigured the historic city and marred the visitors&rsquo; experience.
We are now experiencing another such assault on our heritage, this time on historic cemeteries. Most Cairenes can&rsquo;t have missed the sudden demolition of early 20th century tombs to widen Salah Salim Street and the al-Firdaws flyover. Another less visible attack happened in the older southern cemetery. Tombs were removed along an east-west strip to make way for a flyover connecting Ayn al-Sira Street to the Autostrad. The flyover runs in the area between al-Imam al-Layth and al-Shafi&rsquo;i shrines, desecrating al-Imam al-Layth and disconnecting it from al-Imam al-Shafi&rsquo;i. What many do not know is that the name of this cemetery, al-Imamayn, is in reference to these two imams. To this very day, in a centuries-old tradition, this cemetery&rsquo;s visitors walk from al-Imam al-Shafi&rsquo;i&rsquo;s beautiful 13th century dome down to the 15th century mosque of al-Imam al-Layth, visiting the Fatimid Mashahid shrines of the descendants of the prophet on the way. This sacred itinerary, practiced by Muslims from all over the world, is now marred by a mammoth flyover looming overhead.
<h3>Heliopolis</h3>
Heliopolis is an early 20th century suburb built according to a set of clear principles; the metro as a mode of transportation, neighborhoods clustered around green leafy community gardens, some of them roundabouts that give the neighborhoods their names, and walkable streets organized along a well-articulated scale, ranging from the intimate local street to the public main road. For heritage experts, this formula is the essential heritage significance or value of the place, maybe more so than its distinctive architectural style. Slow but steady attacks on the heritage significance of Heliopolis, and consequently on its sense of neighborhood, started before the brutal flyovers and widened streets that were introduced in 2019 and 2020. The metro was systematically dismantled, roundabouts were replaced with less pedestrian friendly U-turns, trees were cut down, sections of community gardens were taken over by buildings and most were fenced up. Yet, nothing prepared the residents of Heliopolis for the latest assault, an assault that effectively reformulated their sense of community, ripping neighborhoods apart and decimating walkability. The pleasure of walking through Heliopolis has now become a life-threatening experience. A Heliopolis resident is now a resident of a much smaller Roxy or Midan al-Gami&rsquo; because this is now the farthest they can walk safely.
In my lifetime, my walk from Ard al-Golf, where I live, to Roxy, the commercial heart of Heliopolis, has gone up from 15 minutes to 30 minutes to next-to-impossible.&nbsp; Memories have changed from walking down a street lined with sweet-smelling Daqn al-Pasha trees (closed to the public after the Mubarak family moved there), to walking along a wider street with the metro running down its middle, to the metro being removed and the street widened (crossing difficult, yet not impossible), to a flyover being introduced and my life threatened as I attempt to cross Salah Salim Highway.&nbsp;
<h3>What do we do?</h3>
Egyptian law has mandated environmental impact assessment studies for projects that may have a detrimental effect on their context. The Ministry of State for Environmental Affairs&rsquo; Guidelines for Environmental Impact Assessment of Urban Development refer to the need to assess the impact of urban transformations on sites of cultural and natural heritage. They also refer to the importance of assessing the socio-economic impact of such projects on the local community (Ministry of State for Environmental Affairs, 2001).&nbsp;
The Ministry of Culture&rsquo;s National Organization for Urban Harmony (NOUH) has identified borders and set guidelines for historic neighborhoods such as Historic Cairo, Heliopolis and Downtown. While each neighborhood has management guidelines specific to it, one common thread is the need to preserve the urban fabric. For example, the guidelines for Historic Cairo describe its fabric as organic and dense;&nbsp; the stringent guidelines for its preservation include maintaining plot size and street width and prohibiting the construction of roads and bridges without permission from NOUH. It also clearly states that preference should be given to pedestrian paths over motorized traffic (NOUH, 2010, 2011).
However, as with much of Egypt&rsquo;s legislative and city management framework, the road between what is mandated and what is practiced is long, winding and fraught with ambiguity and contradiction. Yet even if the political will existed to cleanse the Augean stables of&nbsp; our urban policy, there is a worldwide recognition of the need to resolve the different mandates of all the systems that together make a city; its built and natural environment, culture and history, social and economic processes, and so forth.&nbsp;
In 2011, UNESCO put forth its Recommendations on the Historic Urban Landscape (HUL). The purpose of HUL is to &ldquo;integrate conservation and management of cultural heritage in cities and settlements with policies and practices for sustainable urban development&rdquo; (UNESCO World Heritage Centre, 2011, 2019). It is &ldquo;based on the recognition and identification of a layering and interconnection of natural and cultural, tangible and intangible, international and local values present in any city. According to the HUL approach, these values should be taken as a point of departure in the overall management and development of the city&rdquo; (WHITRAP, n.d.). HUL is a multi-dimensional approach that integrates the different systems of a city under the overall umbrella of its culture, identity and heritage, recognizing that the practice of everyday life is heritage as a continuum. This kind of integrative approach is what is needed for a balanced sensitive policy for the management of our cities.
